Tools return JSON in both the text content block and structuredContent. Access levels: without an X-API-Key header you get a genuinely useful FREE tier — get_platform_stats (unlimited); search_solicitations (15 results/page, up to 3 pages, ~30 searches/visitor/24h); get_solicitation returning the FACTUAL record only (no AI brief), ~10 opens/visitor/24h; and get_related_solicitations returning up to 3 related, ~3 calls/visitor/24h. The live feed (get_live_opportunity_feed), full-depth paginated search, the full related set, and the AI brief on records require a valid X-API-Key on a plan that includes API access (governed by the per-key hourly limit). When a free daily cap is spent, tools return an honest error='free_tier_limit_reached' result with reset_at — wait for the reset or connect an API key rather than treating it as empty.
