Read tools (discovery, verify_receipt, get_receipt) are open. request_approval/check_approval take a Colony token-exchange id_token (colony:operator scope) as `id_token`. Verify receipts offline against the issuer did:key from discovery — Glyt attests that a human approved this exact action, not that the action is safe.
