Retrieval over subpoenaed COVID-19 records. Three layers: search_records finds communications and get_record fetches one in full; search_pages searches the raw OCR text, which is what settles whether something is absent; search_concepts and get_concept read the analysis layer — one cross-linked document per person, organization, topic and released package. search and fetch are the standard contract over the same corpus. Every record carries a citation to a page of the Committee's PDF. The prompts encode the method for the questions this corpus answers badly by default: verifying a quote, dating what someone knew, and telling a real absence from a partial one.
